Glance in and try to make eye contact. They should look up after a few seconds and if that doesn't work say "Excuse me", at which point you can say something like "I wanted to talk to you about my paper, should I come back later?"

Either they will say come back at a specific time or they will say they are finishing up. If they are finishing up, walk a little bit away and wait. Usually there is a bulletin board you can check out while you wait.
