no. body temperature stays the same, but air temperature is colder during the winter. that is why it feels colder in the winter...because the air cools down but your body stays the same

It does vary a little. However, a change of more than 1 degree Fahrenheit in core blood temperature triggers a response form the hypothalamus (vasodilation or vasoconstriction, followed by sweating or shivering, respectively). The temperature of peripheral parts definitely varies according to season.

No, there is no debate from any field of science. We do get acclimatized though (our body standard teperature stays the same but what we can tolertate changes naturally, if we let it and don’t boil out artificially or chill inside modern buildings)

Yes, it is not uncommon for hot/dry climates to raise the "normal" body temp to 99.4F and not be considered a low grade fever, In cold winters, 96-97F is also normal vs. the 98.6 normal standard body temp.
