The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.</p>
<p>We are a Constitutional Republic and a Republic is a government where authority is derived through election by the people of public officials best fitted to represent them and members of congress were elected to represent the people of their states. </p>
<p>In other words the congress vote for the people.<br />
The Supreme Court of the United States has not ruled the 1979 The Department of Education Organization Act unconstitutional.<br />
You think they need more time?<br />
<br />The Supreme Court has gone wildly off track since 1900 with its focus on case law and precedent preservation.  This has the effect of making erroneous interpretations permanent.</p>
<p>They need to return to strict interpretation and original intent.</p>

<br />Nietzsche never married and his relationship with women was somewhere between rare and nonexistent.  Furthermore, you list four greats.  I don&#8217;t know all 32 of my 4X great granddfathers, but the ones I know of were long before Nietzsche, in fact just before or contemporary with Napoleon, who personally ordered one of them shot.</p>

What kind of job could I get, for example, in Russian history, second anserer. I have an interest in many different countries. Would I be relegated to teaching history?<br />
<br />You need to check the universities which offer courses in the countries that you are interested in; some universities have very good departments which focus on, for example, China, Germany or Russia / USSR.  Then you should check the prospectuses of these universities to see if you can focus your studies on one country, or on a groups of similar countries.<br />
The best way to narrow your search is to check out the authors of books &amp; articles that you like, to see where they teach.  You should also check out the acknowledgement pages, as they also hold clues as to where your field of interest is studied.<br />
Once you have narrowed down your search to a handful of universities then you should contact them to ask detailed questions about the courses they offered, ask to speak to both the admissions tutors and any academics that you may wish to study under.</p>
<p>In the UK I was able to focus nearly all my undergraduate degree on my country of choice.  And at Masters all my study was on the USSR / Russia.</p>

			<content:encoded><![CDATA[<p>My in-laws are buying a 100 year old home and the basement gets flood every time it rains what can we do to &#8216;flood prof&#8217; it? We would like to utilize the basement its almost 2,000sft we could do a lot down there if it would stop getting flooded.<br />
<br />Unfortunately the only way to flood proof a basement is to install water proofing at the time of construction (I&#8217;m assuming this is not a plumbing related flood).  True water proofing (not just damp proofing) is rarely done in modern construction, and would have been unheard of back in the day.  In fact, based on the age, the foundation walls will likely be stone set in mortar.  The stones would have terrific load bearing ability, but the wall is basically designed to leak.  Allowing water/moisture to flow the walls prevents pressure from building up on the soil side, and pushing these stones out of alignment.  There&#8217;s a reason why the old timers didn&#8217;t use basements for living space.</p>
<p>However, you can reduce the risk of water infiltration by maintaining good drainage around the property.  Ensure soil/concrete/asphalt around the perimeter of the house is sloping away.  Also, gutters should be present at the lower edge of all roof slopes, and downspouts should extend to drain at least 6 feet from the foundation.</p>
<p>If drainage is not enough to keep the water out, you would then be looking at the &quot;big buck&quot; remedies.  Installing drainage piping at the base of the foundation (interior or exterior), pouring exterior bench walls &amp; installing membrane, backfilling foundation entirely with crushed stone, and a few other methods are out there.  None of these are cheap, and with this vintage of house they still may not work 100%.</p>

<p>So I was wondering, how does the police department assign patrol areas to its officers? Do they switch you around once in a while? If they do, how long?<br />
<br />I don&#8217;t know about LAPD, but most big departments around me put new officers where they are needed most, usually high crime areas.  Most new officer also tend to work overnight shifts.  After they have some experience under there belt and positions open up either through attrition or promotion vacancies open up that officers and ask to be transferred to, thus the whole cycle starts over with the new officer fresh from the academy given the bad spots and overnight hours.</p>

<br />Which department, the Federal or State department of education?</p>
<p>The Federal department sits on a high horse making arrogant, entirely unauthorized, and undemocratic demands of our States.  demands which are often as financially unrealistic as they are destructive to the general education process.</p>
<p>The State department of education&#8217;s functions vary by State sometimes they do useful and justifiable things sometimes they are almost as arrogant and unauthorized as the Federal department.</p>
<p>Be more specific!</p>
