What faculty members participate in commencement?

I know professors do, but what about part-timers, lecturers, and adjunct, associate or assistant professors? Does it vary from school to school or does it depend on some nationwide standard?
Some colleges require all fulltime faculty of all ranks (full prof, Assoc Prof, Assistant prof, instructor) to attend. Adjuncts are usually welcomed.

How can I know whether a shopping department card is secured or unsecured?

For places like Macys Department, Sears, etc., I am wondering how I can find out whether the cards are unsecured like regular credit cards, or whether they are secured. Can I tell by looking at the bill statements?
simple you will not get a bill from a secure card!!!
